John P. Peper contributed towards the development of law enforcement training in the 20th Century. As Supervisor for the Bureau of Trade and Industrial Education, California Department of Education (1946-1964) he developed and taught a professional peace officer training course. He also developed a nationally acclaimed bicycle safety program as a patrolman with the Berkeley City Police Department from 1933 to 1946. The collection consists of peace officer training curriculum, bicycle safety program, speeches, awards, publications, and research files.
